Lt.Gen Eyre announces more General Officer and Flag Officer promotions, appointments & Retirements

Acting Chief of the Defence Staff, Lieutenant-General Wayne Eyre, announced the General Officer and Flag Officer promotions, appointments and retirements that have occurred or will occur in 2021.

Regarding the promotions, appointments, and retirements, Eyre stated it is a privilege to announce them.

“I wish to offer my deepest appreciation for the service and sacrifices of our retiring officers and their families, and I offer my congratulations and sincerest best wishes to those taking on new appointments and responsibilities,” he expressed.

Sixteen Canadian Armed Forces personnel have or will retire, while a series of promotions and appointments have resulted from new and continuing service requirements, including: Lieutenant-General (LGen) M.N. Rouleau being appointed to Strategic Advisor to the Chief of the Defence Staff on future capabilities, and LGen F.J. Allen replacing him as Vice Chief of the Defence Staff.

Promotions And Appointments, Resulting From Retirements, Are As Follows:

Lieutenant General Omer Lavoie (Deputy Commander JFC Naples), Sergeant Major Jurgen Stark (Command Senior Enlisted Leader JFC Naples), and Colonel Andrew Page (JFC Naples J6 Cyberspace ACOS) visited Deployable Communications Module – Charlie at their field site on JFC Naples to get a tour of the Dragon Fly Communications System. Lieutenant-General (LGen) O.H. Lavoie will retire from service resulting in the following promotions and appointments:

      1. Major-General (MGen) J.J.M.J. Paul Will Be Promoted LGen and appointed Deputy Commander Allied Joint Force Command Naples, in Naples It, replacing LGen O.H. Lavoie.
      2. MGen P.S. Dawe will be appointed Director General International Security Policy in Ottawa, replacing MGen J.J.M.J. Paul.
      3. Brigadier-General (BGen) J.M.S. Boivin will be promoted MGen and appointed Commander Canadian Special Operations Forces Command in Ottawa, replacing MGen P.S. Dawe.
      4. Colonel (Col) S.J. Hunter will be promoted BGen and appointed Deputy Commander Canadian Special Operations Forces Command, in Ottawa, replacing BGen J.M.S. Boivin.

MGen J.J.G. Chapdelaine will retire from service resulting in the following promotion and appointment:

      1. Col J.L.G. Belisle will be promoted to BGen and appointed Chaplain General in Ottawa, replacing MGen J.J.G. Chapdelaine.

MGen S.N. Clancy will retire from service resulting in the following promotions and appointments:

      1. BGen J.P.R. Prevost will be promoted MGen and appointed Director Of Operations, NORAD Headquarters, in Colorado Springs, CO, replacing MGen S.N. Clancy.
      2. Col D.P. Conley will be promoted BGen and appointed Privy Council Office Military Advisor in Ottawa, replacing BGen J.P.R. Prevost.

Rear-Admiral (RAdm) C.S. Earl will retire from service resulting in the following promotions and appointments:

      1. BGen D.D. Basinger will be promoted MGen and appointed Chief of Staff Material in Ottawa, replacing RAdm C.S. Earl.
      2.  BGen J.E.S. Boucher will be appointed Director General Capability and Structure Integration in Ottawa, replacing BGen D.D. Basinger.
      3. Col S.G. Graham will be promoted BGen and appointed Task Force Commander in Jerusalem, replacing BGen J.E.S. Boucher.

MGen J.R.M. Gagne will retire from service resulting in the following promotions and appointments:

      1. BGen J.A.S. Bernard will be promoted MGen and appointed Director General Military Personnel – Strategic in Ottawa, replacing MGen J.R.M. Gagne.
      2. BGen R. Pelletier will be appointed Deputy Chief of Staff Plans, Canadian Joint Operations Command, in Ottawa, replacing BGen J.A.S. Bernard.
      3. BGen P.J. Peyton will be appointed Commander 5th Canadian Division in Halifax, replacing BGen R. Pelletier.

MGen D.W. Joyce will retire from service resulting in the following promotions and appointments:

      1. BGen J.B.P. Carpentier will be promoted MGen and appointed Deputy Commander Continental United States NORAD Region, in Tyndall Fl, replacing MGen D.W. Joyce.
      2. Col J.P.P. Godbout will be promoted BGen and appointed Commander Joint Task Force North, in Yellowknife, replacing BGen J.B.P. Carpentier.

MGen J.R.M. Lalumiere will retire from service resulting in the following promotions and appointments:

      1. BGen S.Y. Menard will be promoted MGen and appointed Chief of Fighter Capability in Ottawa, replacing MGen J.R.M. Lalumiere.
      2. Captain(N) J.S. Armstrong will be promoted Commodore (Cmdre) and appointed Chief of Staff Operations, Chief of Military Personnel, in Ottawa, replacing BGen S.Y. Menard.

BGen M.C. Atkins retired from service resulting in the following promotion and appointment:

      1. Col P.J. Doyle was promoted BGen and appointed Commander and Defence Advisor at The High Commission of Canada, in London UK, replacing BGen M.C. Atkins.

BGen S. Bouchard will retire from service resulting in the following appointment:

      1.  BGen M.H.L. Bourgon will be appointed Commandant Royal Military College in Kingston, replacing BGen S. Bouchard.

BGen J.R.L. Guillette retired from service resulting in the following promotion and appointment:

      1. Col S.A. Connor was promoted BGen and appointed Deputy Commander, Force Generation, 1 Canadian Air Division, in Winnipeg, replacing BGen J.R.L. Guillette.

BGen J.H. Janzen will retire from service resulting in the following promotion and appointment:

      1. Col R. Perreault will be promoted acting while so employed to the rank of BGen and Appointed Director General Public Affairs in Ottawa, replacing BGen J.H. Janzen.

BGen S. Lacroix retired from service resulting in the following promotion and appointment:

      1.  Col D. Abboud was promoted BGen and appointed Chief of Staff for the Vice Chief of Defence Staff in Ottawa, replacing BGen S. Lacroix.

BGen L.P. Mcgarry retired from service resulting in the following promotion and appointment:

      1. Col K.D. Brodie was promoted to BGen and appointed Commander Military Personnel Generation Group in Ottawa, replacing BGen L.P. Mcgarry.

BGen A.P. Mulawyshyn will retire from service resulting in the following promotion and appointments:

      1. BGen D.O. Quinn will be appointed Chief of Staff for the Chief of the Defence Staff, In Ottawa, replacing BGen A.P. Mulawyshyn.
      2. BGen F.G. Carpentier will be appointed National Military Representative to Supreme Headquarters Allied Powers Europe, in Casteau BE, replacing BGen D.O. Quinn.
      3. BGen J.R.S. Boivin will be appointed Commander 2nd Canadian Division in Montreal, replacing BGen F.G. Carpentier.
      4. Col C.I. Oberwarth will be promoted BGen and appointed Deputy Commanding General Operations, US I Corps, at Joint Base Lewis-McChord in WA, replacing BGen J.R.S. Boivin.

BGen D. Savard will retire from service, resulting in the following promotion and appointment:

      1. Col M.B. Larsen will be promoted BGen and appointed Deputy Director-General Military Personnel Policy in Ottawa, replacing BGen D. Savard.

BGen Y.N. Thomson will retire from service resulting in the following promotion and appointment:

      1. Col K.A. Gallinger will be promoted BGen and appointed Director General Military Careers in Ottawa, replacing BGen Y.N. Thomson.

The following promotions and appointments result from new and continuing service requirements:

 

LGen Michael Rouleau will be appointed to the new position as Strategic Advisor to the CDS on Future Capabilities, in Ottawa.

Lieutenant-General (LGen) M.N. Rouleau will be appointed to a new position as Strategic Advisor to the Chief of the Defence Staff on future capabilities in Ottawa, resulting in the following promotions and appointments:

      1. LGen F.J. Allen will be appointed Vice Chief of the Defence Staff in Ottawa, replacing LGen M.N. Rouleau:
      2. RAdm S.E.G. Bishop will be promoted Vice-Admiral (VAdm) and appointed Military Representative of Canada to NATO, in Brussels, replacing LGen F.J. Allen.
      3. BGen M.C. Wright will be promoted MGen and appointed Commander Canadian Forces Intelligence Command, in Ottawa, replacing RAdm S.E.G. Bishop.
      4. Col T.M. Arsenault will be promoted BGen and appointed Commander Joint Task Force Impact in Kuwait, replacing BGen M.C. Wright.

RAdm J.R. Auchterlonie will be promoted VAdm and appointed Commander Canadian Joint Operations Command, in Ottawa, resulting in the following promotions and appointments:

      1. Cmdre A.I. Topshee will be promoted to RAdm and appointed Commander Maritime Forces Pacific in Esquimalt, replacing RAdm J.R. Auchterlonie.
      2. Cmdre J.A. Clarke will be appointed Commander Canadian Fleet Pacific in Esquimalt, replacing Cmdre A.I. Topshee.
      3. BGen T.P. Dunne will be appointed Deputy Director of Strategy, Policy, and Plans, in Colorado Springs, CO, replacing Cmdre J.A. Clarke.
      4. Col J.G.P. Lemyre will be promoted BGen and appointed Chief of The Defence Staff Liaison Officer to the Pentagon in Washington Dc, replacing BGen T.P. Dunne.

MGen D. Fortin was seconded to the Public Health Agency of Canada, in Ottawa, resulting in the following promotions and appointments:
(1) BGen I.S. Huddleston will be promoted MGen and appointed Chief of Staff, Canadian Joint Operations Command, in Ottawa, replacing MGen D. Fortin.
(2) Col J.J. Alexander will be promoted to BGen and appointed Director General Air Readiness in Ottawa, replacing BGen I.S. Huddleston.

MGen D.A. Macaulay will be appointed to a new position as CENTCOM Vice J3, in Tampa, FL, resulting in the following promotions and appointments:

      1. BGen C.J.J. Mialkowski will be promoted MGen and appointed Deputy Commander Canadian Army, in Ottawa, replacing MGen D.A. Macaulay
      2. BGen P.J. Scott will be appointed Commander 4th Canadian Division in Toronto, replacing BGen C.J.J. Mialkowski.
      3. Col E. Laforest will be promoted BGen and appointed Strategic Joint Staff Director General Operations in Ottawa, replacing BGen P.J. Scott.

BGen C.J. Zimmer will be promoted MGen and appointed to a new position as Chief of Staff, Data Innovation and Analytics, in Ottawa, resulting in the following promotion and appointment:

      1. Col C.A. Heilman will be promoted BGen and appointed Strategic Joint Staff J4 in Ottawa, replacing BGen C.J. Zimmer.
      2. Cmdre J.M. Hamilton will be promoted RAdm and appointed Chief of Programme in Ottawa, replacing MGen J.P.H.H. Gosselin.
      3. Cmdre D.A. Charlebois will be appointed Chief of Staff Readiness, Canadian Joint Operations Command, in Ottawa, replacing Commodore J.M. Hamilton.

BGen C.M. Harding will be appointed in a new position as Assistant Chief of Staff J4, Supreme Headquarters Allied Powers Europe, in Casteau BE, resulting in the following promotion and appointment:

      1.  Col J.P.S. Mckenzie will be promoted to BGen and appointed Director General Support, Canadian Joint Operations Command, in Ottawa, replacing BGen C.M. Harding.
      2.  Capt (N) P.J. Montgomery will be promoted to Cmdre and appointed Commander Naval Reserve in Ottawa, replacing Cmdre M.A. Hopper.
      3. BGen K.E. Osmond will be appointed in a new position as Deputy Chief of Combat Systems Integration in Ottawa.

Cmdre S.A. Thornton will be appointed to a new position as Director General Digital Enterprise Modernization in Ottawa, resulting in the following promotion and appointment:

      1. Col N. Pilon will be promoted to BGen and appointed Director General Defence Force Planning in Ottawa, replacing Cmdre S.A. Thornton.

The following General Officers and Flag Officers were promoted from acting while so employed (AWSE) to substantive:

      1. Cmdre M.D. Bowen was promoted Substantive in Rank and remained appointed J7 to United States Cyber Command.
      2. BGen D.J. Cross was promoted Substantive in Rank and remained appointed Commander Canadian Armed Forces Transition Group.
      3. BGen M.W. Goulden was promoted Substantive in Rank and remained appointed Deputy Commander 1 Canadian Air Division.
      4. Cmdre R.C. Gray was promoted Substantive in Rank and remained appointed Project Manager, Canadian Surface Combatant Project.
      5. BGen M.L. Lapointe was promoted Substantive in Rank and remained appointed Deputy Commander US Army Alaska.
      6. BGen A.P. Mulawyshyn was promoted Substantive in Rank and remained Appointed Chief of Staff for Chief of the Defence Staff.
      7. Cmdre D.J. Patchell was promoted Substantive in Rank and remained Appointed Director General Naval Strategic Readiness.
      8. BGen F.W. Radiff was promoted Substantive in Rank and remained appointed Alaskan NORAD Region Deputy Commander.
