Vice CDS announces new Promotions, Senior Appointments, and Retirements
LGen. Francis Allen, Vice Chief of the Defence Staff, announced several new promotions, senior appointments, and retirements for 2022 on June 1.
In her announcement, made on behalf of the Chief of the Defence Staff General Eyre, LGen. Allen notes in the CANFORGEN that the Canadian Armed Forces (CAF) has added new rigour and science to its promotion selection process, which began with general offers and flag officers. This is the reason for the delay in announcing promotions.
“I appreciate the additional stress this imposes on members and families in an already stressful environment. The team continues to put maximum effort in the timely staffing and approval of these promotions and appointments,” said LGen. Allen.
Additional general offers and flag officer promotions, appointments, and retirements will be announced at a later date.
The latest promotions, senior appointments, and retirements are as follows:
- MGen. I.S. Huddleston will be appointed Commander 1 Canadian Air Division in Winnipeg, replacing MGen. E.J. Kenny.
- RAdm. R.L.Patterson will be appointed to a new position as Director General Culture Change in Ottawa, replacing RAdm. L. Cassivi.
- Commodore C.A. Robinson was promoted to Rear-Admiral and appointed Commander Maritime Forces Pacific, in Esquimalt, replacing VAdm. A.I. Topshee;
- MGen. M.H. St.-Louis will be appointed Commander and Canadian Defence Adviser, Canadian Defence Liaison Staff in Washington DC, replacing MGen. P. Ormsby.
- RAdm. C.F. Sutherland was appointed Acting Deputy Commander Military Personnel Command and Assistant Chief of Military Personnel in Ottawa.
- RAdm. S.M. Waddell will be appointed Deputy Commander Royal Canadian Navy in Ottawa, replacing RAdm. C.F. Sutherland.
- BGen. J.J. Alexander will be appointed Commander 2 Canadian Air Division in Winnipeg, replacing BGen. D.P. O’Reilly.
- BGen. T.M. Arsenault will be appointed Deputy Chief of Staff Operations, Canadian Joint Operations Command in Ottawa, replacing BGen. R. Pelletier.
- Commodore L. Carosielli will be promoted rear-admiral and appointed Chief of Staff Assistant Deputy Minister (Information Management) in Ottawa, replacing MGen. A.R. Jayne.
- Commodore D.A. Charlebois will be promoted acting while so employed rear-admiral and appointed Director General Future Ship Capability in Ottawa, replacing RAdm. C.P.Donovan.
- BGen. P.F.A. Demers will be appointed Director General Army Capability Development in Ottawa, replacing BGen. C.C. Ayotte.
- BGen. P.J. Doyle will be appointed Deputy Commander 1 Canadian Air Division in Winnipeg, replacing BGen. M.W. Goulden.

- BGen. Trudeau was reappointed to a two-year term as the Canadian Forces Provost Marshal, while the recommendations from the report of the third Independent Review Authority to the Minister of National Defence are being implemented.
- Capt. (Navy) J.J.L.D. Bouchard will be promoted Commodore and appointed Commander Canadian Armed Forces Transition Group in Ottawa, replacing BGen. D.J. Cross.
