2023 Captain (Navy) and Colonel Promotions, Appointments and Releases

Over the last few weeks, the Canadian Armed Forces (CAF) continued to announce senior appointments in all elements of Canada’s military.

Recently, the Chief of the Defence Staff, Gen. Wayne Eyre, announced a number of Captain (Navy) and Colonel promotions, appointments and releases that will occur this year.

“I wish to offer my deepest appreciation for the service and sacrifices of those officers and their families as they transition from the CAF and I offer my heartfelt congratulations and sincerest best wishes to those assuming new appointments and responsibilities,” stated Gen. Eyre in CANFORGEN 103/23.

Senior Appointments

The appointments recently released by the CAF are as follows:

  1. Col. J.T. Adair will be appointed Director Strategic Effects and Targeting, Strategic Joint Staff in Ottawa. Col. Adair will replace Col. S.G. Haire.
  2. Capt.(N) S.A. Archer will proceed to the Advanced Training List to attend the Developmental Phase Four Programme at Canadian Forces College in Toronto.
  3. Col. J.C.G.G. Arcoutte will be appointed Commander Materiel Support Group Headquarters in Ottawa. Col. Arcoutte will replace Capt. (Navy) R.B. Creighton.
  4. Col. J.L.C. Aspirault will be appointed Commander 5 Canadian Mechanized Brigade Group in Valcartier. Col. Aspirault will replace Col. E.M.C. Harvey.
  5. Col. F. G. Auld will be appointed Director Capability Analysis, Chief of Force Development in Ottawa.
  6. Col. N.A.M. Babin will proceed to the Advanced Training List to attend the Developmental Phase Four Programme at Queens University in Kingston.
  7. Col. D.P.J. Bazin will be appointed Canadian Defence Attache Columbia in Bogota. Col. Bazin will replace Col. J.J.M. Delisle.
  8. Capt.(N) P.L. Belhumeur will be appointed Special Advisor to the Chief of the Defence Staff in Ottawa. Capt. (Navy) Belhumeur will replace Col. B.S. Cook.
  9. Col. S.J.L.P. Belley will be appointed Commander 2 Wing Bagotville. Col. Belley will replace Col. (acting while so employed) D.J. Gagne Rainville.
  10. Col. C.C. Blue will be appointed Director of Cadets at the Royal Military College in Kingston. Col. Blue will replace Col. P.A. Lockhart.
  11. Col. C.Y.J. Bouchard will be appointed Air Force Advisor in London, United Kindom. Col. Bouchard will replace Col. R.J. Walker.
  12. Col. K.L.A. Bouckaert will be appointed Commander Canadian Combat Support Brigade in Kingston. Col. Bouckaert will replace Col. C.F. Pruneau.
  13. Col. J.A. Bowser will proceed to the Advanced Training List to attend the Developmental Phase Four Programme at Canadian Forces College in Toronto.
  14. Capt.(N) W.B. Brown will be appointed Commanding Officer Canadian Forces Maritime Warfare Centre in Halifax. Capt. (Navy) Brown will replace Capt.(N) A.J.R. Fry.
  15. Col. J.N.D. Charron will proceed to the Advanced Training List to Attend the Developmental Phase Four Programme, at Canadian Forces College in Toronto.
