Two former employees with Canadian Armed Forces charged for Fraud

Two former employees of the Canadian Forces Morale and Welfare Services (CFMWS) at
Canadian Force Base (CFB) Borden and CFB Suffield have been charged with fraud and crimes
related to fraud under the Criminal Code. The charges came after the Canadian Forces National
Investigation Service (CFNIS) conducted two investigations.
Shirley Lemieux, an administrative assistant with CFMWS Personnel Support Program (PSP) at
CFB Borden in Ontario was charged on August 15, 2018, of the following:
•Theft over $5000 contrary to section 334 (a) of the CC.
•Fraud over $5000 contrary to section 380 of the CC.
•Forgery contrary to section 367 of the CC.
•Breach of trust contrary to section 122 of the CC.
The accused was suspected of committing fraud by PSP Non-Public Funds (NPF) Manager after
there were some discrepancies noted in NPF accounts back in April of 2018. The Military Police
conducted an investigation on April 12. The offences allegedly happened between January 2015
and April 2018 with a total theft of NPF funds estimated at over $70,000.

Scott MacDonald, a retired NPF Mess Manager at CFB Suffield in Alberta, was charged on
August 20, 2018 at Medicine Hat, AB, of the following:
•Fraud contrary to section 380 (1)(a) of the CC.
•False entry in a document contrary to section 397of the CC.
The accused was suspected of committing fraud in February 2016 after a complete stock was
taken at the Crowfoot Messes. An investigation was initiated by Military Police on February 17,
2016. The offences were alleged to have occurred between 2005 and 2016 with a total cost
estimated at over $90,000.

“The Military Police serves to protect the institutional integrity and safety of personnel and
property within the greater Defence community” said Lieutenant-Colonel Kevin Cadman,
Canadian Forces National Investigation Service, in a released statement. “These most recent
cases of fraudulent activity and misappropriation of funds, public or non-public, are criminal
acts which will be investigated and prosecuted to the fullest extent of the law.”

Lemieux will appear before Barrie Provincial Court on September 10, 2018, while MacDonald
will appear before Medicine Hat Court on October 18, 2018.
