CDS Announces 2024 General Officer and Flag Officer Promotions and Appointments
The newly minted Chief of the Defence Staff (CDS), Gen. Jennie Carignan, announced her first crop of General Officer and Flag Officer promotions and appointments for 2024.
“It is my privilege to announce the following general officer and flag staff officer promotions and appointments for 2024,” stated Carignan in her announcement in CANFORGEN 125/24.
Notable Appointments
Some notable appointments announced include MGen. J.M.S. Boivin’s appointment as Lieutenant-General and appointed Commander Canadian Joint Operations Command in Ottawa. MGen. Boivin replaced VAdm. J.R. Auchterlonie.
The new Chief of Professional Conduct and Culture was also announced. The position vacated by the CDS, Gen. Carignan, will now be taken by MGen. J.P.R. Prevost, who has also been promoted to the rank of Lieutenant-General.
Additionally, the new commander of the Canadian Army was announced. Gen. Jocelyn Paul has been replaced by MGen. M.C. Wright. MGen. Wright was also promoted to Lieutenant- General for this appointment.
Other notable promotions and appointments include:
MGen. P.K. Scott was promoted to Lieutenant-General and appointed Deputy Commander Allied Joint Force Command Napes in Italy, replacing LGen. S.R. Kelsey.
BGen. J.A.D. Abboud was promoted Major-General and appointed Commander Canadian Forces Intelligence Command and Chief of Defence Intelligence in Ottawa, replacing LGen. M.C. Wright.
BGen. J.W. Errington was promoted to Major-General acting while so employed and appointed Commander Canadian Army Doctrine and Training Centre in Kingston, replacing MGen. R. Pelletier.
BGen. D.J.A. Goulet was promoted to Major-General while so employed and appointed to a new position as Director for Commonwealth Integration, United States Defense Intelligence Agency in Washington.
BGen. S.J. Hunter was promoted to Major-General and appointed Commander Canadian Special Operations Forces Command in Ottawa, replacing LGen. J.M.S. Boivin.
BGen. J.J. Major was promoted to Major-General and appointed Director General Military Personnel-Strategic in Ottawa, replacing MGen. J.R.S. Boivin.
BGen. C.A. McKenna was promoted to Major-General and appointed Commander 1 Canadian Air Division, in Winnipeg, replacing MGen. I.S. Huddleston.
BGen. R.T. Ritchie was promoted to Major-General and appointed Director of Staff Strategic Joint Staff in Ottawa, replacing LGen. J.P.R. Prevost.
BGen. J.D. Smyth was promoted Major-General and appointed Chief Fighter Capability in Ottawa replacing MGen. S.Y. Menard.
Brigadier-General D.R. Yarker was promoted to Major-General acting while so employed and appointed to a new position as Commander of Canadian Armed Forces Cyber Command in Ottawa.
Commodore J.P. Olivier was promoted to Rear-Admiral and appointed Director General Culture in Ottawa, replacing Major-General J.E.S. Boucher.
Captain (Navy) P.L. Belhumeur was promoted to Commodore and appointed Commander Military Personnel Generation Group, in Ottawa, replacing Major-General K.D. Brodie.
Captain (Navy) T.W. Bonnar was promoted to Commodore and appointed Director General Human Capital Management Modernization – Military, formerly Deputy Director General Military Personnel Strategic and Director Strategic Development in Ottawa, replacing Brigadier-General M.B. Larsen.
Captain (Navy) A.S. Williams was promoted to Commodore acting while so employed and appointed Deputy Chief of Staff for Plans, North Atlantic Treaty Organization Maritime Component Command, in Northwood, United Kingdom.
Colonel R.P. Bourque was promoted to Brigadier-General and appointed Chief of Staff Canadian Forces Intelligence Command, in Ottawa, replacing Major-General J.A.D. Goulet.
Captain (Navy) M. Coates was promoted to Commodore and appointed Commander Standing NATO Maritime Group 2 in Ottawa.
Colonel N.P. Corriveau was promoted to Brigadier-General and appointed Chief of Staff Canadian Special Operations Forces Command in Ottawa, replacing Brigadier-General M.F.J. Pelletier.
Colonel L.S.J. Cox was promoted to Brigadier-General and appointed Director General Defence Security, in Ottawa, replacing Brigadier-General D.P.G.G. Boucher.
Captain (Navy) R.B. Creighton was promoted to Commodore acting while so employed and appointed Chief Financial Management and Deputy Chief Financial Officer in Ottawa, replacing Commodore R.M. Dagenais.
Colonel C.A. Forestier was promoted to Brigadier-General and appointed Director General Clinical Services, in Ottawa, replacing Brigadier-General J.P. Picard.
Captain (Navy) J.F. French was promoted to Commodore acting while so employed and appointed Commander Canadian Fleet Atlantic in Halifax, replacing Commodore T.J.C. MacLean.
Colonel E.M.C. Harvey was promoted to Brigadier-General and appointed Director of Operations – Foreign and Defence Policy Secretariat, Privy Council Office, in Ottawa, replacing Brigadier-General T.A. Morehen.
Colonel C.J. Horner was promoted to Brigadier-General and appointed Commander 3 Canadian Space Division in Ottawa, replacing Brigadier-General G.M. Adamson.
Captain (Navy) J.J. Hutchinson was promoted to Commodore and appointed Director General Defence Force Planning in Ottawa, replacing Brigadier-General J.J.L.N. Pilon.
Captain (Navy) M.S.J. Lessard was promoted to Commodore and appointed Director General Naval Strategic Readiness in Ottawa, replacing Commodore J.L. Murray.
Colonel D.S. MacGregor was promoted to Brigadier-General and appointed Deputy Commander Canadian Armed Forces Cyber Command, formerly Director General Information Management Operations in Ottawa, replacing Brigadier-General D.R. Yarker.
Colonel J.A. MacKeen was promoted to Brigadier-General and appointed Deputy Commanding General – Operations, XVIII Airborne Corps United States, at Fort Liberty, North Carolina, replacing Brigadier-General J.P. Huet.
Colonel J.N.M. Parent was promoted to Brigadier-General and appointed Director General Professional Conduct and Development in Ottawa, replacing Commodore J.P. Olivier.
Colonel D.J.J. Poitras was promoted to Brigadier-General and appointed National Military Representative to Supreme Headquarters Allied Powers Europe, in Brussels, Belgium, replacing Brigadier-General F.G. Carpentier.
Colonel C.F. Pruneau was promoted to Brigadier-General and appointed Task Force Commander Operation Proteus, in Jerusalem, Israel, replacing Brigadier-General T.J. Teller.
Colonel J.M.F. Robichaud was promoted to Brigadier-General and appointed Director General Defence Enterprise Modernization, in Ottawa, replacing Brigadier-General S.M. Parsons.

The following General and Flag Officers assumed new appointments under their current ranks:
Lieutenant-General S.R. Kelsey was appointed Vice Chief of the Defence Staff, in Ottawa, replacing Lieutenant-General F.J. Allen.
In 2021, Lieutenant-General M.H.L. Bourgon was appointed Acting Chief of Military Personnel and Acting Commander Military Personnel Command. This appointment became substantive effective July 8, 2024.
Major-General J.A.S. Bernard was appointed Deputy Commander Canadian Joint Operations Command in Ottawa, replacing Major-General D.E. Molstad.
Major-General J.R.S. Boivin was appointed Deputy Commander Canadian Army in Ottawa, replacing Lieutenant-General P.K. Scott.
Major-General J.E.S. Boucher was appointed Chief of Staff Chief Professional Conduct and Culture, in Ottawa, replacing Major-General E.D. Simoneau.

Brigadier-General T.A. Morehen was appointed Chief of Staff to the Chief of the Defence Staff in Ottawa, replacing Brigadier-General B.S. Cook.
Commodore J.L. Murray was appointed Director General Plans.
