Chief of the Defence Staff announces additional General Officer and Flag Officer promotions and appointments

Just before the holidays, the Chief of the Defence Staff, Gen. Wayne Eyre, announced additional General Officer and Flag Officer promotions and appointments for 2022.

The appointments reflected changes across the Canadian Armed Forces (CAF).

“I offer my congratulations and sincerest best wishes to those taking on new appointments and responsibilities,” said Gen. Eyre in a CANFORGEN announcing the appointments.

Appointments

The additional General Officer and Flag Officer promotions and appointments are as follows:

  • Brigadier General S.T. Boyle was promoted to Major General and appointed Deputy Commander Continental United States NORAD Region at Tyndall Air Force Base in Florida, replacing Major General D.W. Joyce.
  • Major General P.S. Dawe was appointed to a new position as special assistant to the Vice Chief of the Defence Staff in Ottawa.
  • Major General D. Fortin was appointed to a new position as senior advisor to Commander Canadian Joint Operations Command in Ottawa.
  • BGen. M. Gros Jean was promoted acting-while-so-employed Major General and appointed Chief of Staff Assistant Deputy Minister (Infrastructure and Environment) in Ottawa, replacing Major General K.G. Horgan.
  • BGen. J.A.D. Abboud was appointed Chief of Staff Army Operations in Ottawa, replacing BGen. J. Major.
    Commodore acting-while-so-employed R.M. Dagenais was appointed Chief Financial Management in Ottawa, replacing Major General R.W. Goodyear.
  • BGen. G.B. Thomson remains appointed Deputy Commander 5 Canadian Division in Halifax.
  • Colonel D.P.G.G. Boucher was promoted Brigadier General and appointed Director General Defence Security in Ottawa, replacing BGen. P.F.A. Demers.
  • Col. G.M. Bourque was promoted acting-while-so-employed Brigadier General and appointed Deputy Commander 3rd Canadian Division in Edmonton, replacing BGen D.R.A. Awalt.
  • Col. J.F. Cauden was promoted Brigadier General and appointed in new position as Deputy Commander Manoeuvre, Multinational Division North in Riga, Latvia.
  • Col. D.J.A. Goulet was promoted acting-while-so-employed Brigadier General and appointed Chief of Staff Canadian Forces Intelligence Command in Ottawa, replacing Commodore C.T. Skjerpen.
  • Col. T.A. Morehen was promoted Brigadier General and appointed Deputy Director General Continental Defence Policy in Ottawa, replacing MGen. S.T. Boyle. Col. Morehen was then appointed Director of Operations, Foreign and Defence Policy Secretariat, Privy Council Office in Ottawa, replacing BGen. D.P. Conley.
  • Col. M.F.J. Pelletier was promoted acting-while-so-employed Brigadier General and appointed Chief of Staff, Canadian Special Operations Forces Command in Ottawa, replacing BGen. M. Gros-Jean.
  • Col. J.P. Thibert was promoted Brigadier General and appointed Director General Air Strategic Resources and Air Reserve in Ottawa, replacing BGen. M.M. L Rafter.
  • Col. J.D.V. Vass will be promoted acting-while-so-employed Brigadier General and appointed Director Intelligence and Plans, Canadian Joint Command in Ottawa.
  • Commodore K.W.A. Monaghan and BGen. E.M. Vandenberg were promoted acting-while-so-employed to substantive rank.

Retirements

  • Major General R.W. Goodyear and BGen. D.P. Conley have or will retire.
